# Pesquisa de Preços Lite: 12 months of prices paid by the federal government, no login. How to use it before you price a bid

Compras.gov.br published the Pesquisa de Preços Lite user manual on 20 October 2026. The tool shows awarded prices from the last 12 months, with lowest price, mean and median, the same yardstick agencies use to estimate a tender's value.

## What it is and what changed

Pesquisa de Preços Lite is the open version of the Compras.gov.br price research tool. Anyone can look up, without logging in, the values of purchases and contracts awarded in the system.

Under Notice 43/26 of 2 October 2026, users who sign in with a gov.br account can save searches and reopen them later. Login remains optional. On 20 October the portal published the User Manual, version 1.0, which lists suppliers among the tool's audience.


## What the tool shows

- Prices paid through Compras.gov.br in the last 12 months.
- Search by item in the official catalogue, CATMAT for goods and CATSER for services, with quantity and supply unit.
- Estimated price by lowest price, mean or median, with standard deviation, coefficient of variation and highest price in the sample.
- For each purchase: process number, procurement method, supplier, brand and award criterion.
- Short PDF report, detailed report and CSV export.

## Why it matters if you sell to government

Law 14,133/2021, article 23, requires the estimated value to match market prices, taking public price databases into account. The parameters in paragraph 1 include similar government contracts from the past year.

Normative Instruction SEGES/ME 65/2021 tells agencies to prioritise official systems and those similar contracts. Article 6 sets the estimated price by the mean, median or lowest of three or more prices, excluding unworkable, inconsistent and excessive ones.

In other words, federal agencies look at these same numbers. Seeing what was already paid shows where the likely ceiling sits and at what price other companies have already agreed to sell.


## Checks before you rely on the number

- It covers only purchases made on Compras.gov.br. States and cities that buy on other platforms are not included.
- Compare the same supply unit and a similar quantity. A box of 50 is not a single unit.
- The awarded price does not include your freight. The law requires the place of delivery to be considered.
- Without login, leaving without saving loses the search.
- Each tender's own estimated value is what counts. In works and engineering services, a bid below 75% of the agency's budget is deemed unworkable (art. 59, para. 4).
