# Annual procurement plan: what public bodies will buy before the tender

On 27 October 2026, EditalMD had 11,300 annual procurement plans for 2026, from 3,800 public bodies, and 4,800 plans for 2027. See what Law 14,133 says and how to find an item by the object.

## What the annual procurement plan is

The annual procurement plan lists what a public body intends to buy in the year. It starts from the purchase requests of the body's units, the demand formalization documents (Law 14,133/2021, article 12, item VII).

The law lets the planning bodies of each government prepare the plan, as set by regulation. The plan helps to rationalize purchases, to align purchases with the strategic plan and to support the budget laws (article 12, item VII).


## What the law asks of the plan

- The plan must be published and kept available to the public on an official website (article 12, paragraph 1).
- The government must follow the plan in its tenders and when it executes its contracts (article 12, paragraph 1).
- The preparatory phase of the tender must agree with the plan, when there is a plan (article 18).
- The preliminary technical study shows that the purchase is in the plan, when there is a plan (article 18, paragraph 1, item II).

## Why you should read the plan before the tender notice

The plan shows the demand before the tender opens: the item, the quantity, the estimated value and the date when the body wants to buy.

Suppliers to the government can prepare before the tender notice: price, stock and documents.


## How to search on EditalMD

- Search by the object, for example school meals (merenda escolar), and open the Planned purchases tab.
- Each item shows the public body, the plan year and the wanted date. Open the item to see the unit, the category, the class, the quantity and the values.
- In the item, the Create alert button opens an alert with the words of the item. The alert tells you when a purchase with these words is published on PNCP. Your first alert is free.
- The search is free. Systems and AI agents get the same data from the API (GET /api/planos; ano=2027 returns only the 2027 plans) and from the MCP tool procurement_plans.

## How many there are

On 27 October 2026, EditalMD had 11,300 plans for 2026, from 3,800 public bodies, and 4,800 plans for 2027, from 1,500 public bodies. EditalMD made the count, on the data of the National Public Procurement Portal (PNCP).


## Limits

- Only the plans published on PNCP show. A body that did not publish its plan on PNCP does not show.
- The plan is the forecast of the body. The purchase only exists when the tender or the direct purchase is published.
- The search shows the 20 most relevant items for the terms, from the plans of the current year and later.
