Municipal notices are already available
Brasiléia, in Acre, published Registration Notice 002/2026 for IT and technology goods. It states that applications will be accepted from October 13, 2026 to October 13, 2027.
Carmo do Rio Claro, in Minas Gerais, also published Registration Notice 013/2026 for medicines listed by Brazil’s Drug Market Regulation Chamber (CMED). The authority states that documents have been accepted since September 18.
These are municipal notices. They do not establish that a single federal registration portal has opened. Use the notice and platform specified by the authority in charge.
What the federal decree establishes
The Express Purchasing System (Sicx) covers standardized common goods and services. Decree 13,106/2026 regulates its use in the federal public administration.
Article 9 provides for electronic supplier registration and assigns the procedures to the central authority. Article 10 requires each notice to specify the qualification requirements.
The decree does not replace a procurement notice or establish that a particular application is available.
What to check before applying
SICAF is Brazil’s Unified Supplier Registration System. Cadin records unpaid debts to the federal public sector. Check the requirements and effects of each record under the applicable notice. Updating a record does not guarantee admission.
- Identify the authority, notice number and official platform.
- Check accepted goods, delivery areas and deadlines.
- Collect the qualification documents required by that notice.
- Review registration records, certificates and applicable restrictions.
- Check prices, shipping and terms before submitting an offer.
